This seems to be a windows issue. I have checked other forums and it is only seems to be happening on windows. I did contact the devs here and confirmed with a quick google search that if they had not listed out UDID's we would get a completely different error in itunes that reads something like "this device is not registered on the development team" so that is not the issue, anyone with a mac having this problem
Ok, I got 4.0 working on my 3Gs. What I did was restore to 4.0 from my mac, and then sync with my main (windows) machine.
so you can only install 4.0 on a mac? or has anyone successfully installed it on windows?

Where the hell is everyone getting the link to download the firmware from?
I downloaded the Mac WMWare and installed the latest version of iTunes on there, but now instead of Error 13 im getting Error 1611..?
